Remove local tag logic #1443

Once https://github.com/dotnet/dotnet-buildtools-prereqs-docker/issues/765 is resolved, there will be no more use of the "local tags" feature of Image Builder. We should consider removing that logic. Note that this logic would be needed if we were decided to implement local-only images: https://github.com/dotnet/docker-tools/issues/1130.
