[docs-verifier] False positive broken link for casing mismatch in file name #401

For example, these two files had upper case characters in their names: https://github.com/dotnet/docs/pull/42408#discussion_r1742166111

I think it could have been intended so that people viewing the repo locally on Linux can still have working links in VSCode, or if the website is ever hosted on a Linux server
