Remove `My` namespace section from `using` directive page #40602

This pull request closes #40068 It completely removes the section of VB My namespace along with the source code file for it's snippets.

The code included in the removed file is not used anywhere else, so could be safely removed. I checked for the keywords.csproj project to compile and run to confirm.
