Move net8.0 and net9.0 Dockerfiles into separate directories #1035

After https://github.com/dotnet/dotnet-buildtools-prereqs-docker/commit/3a553e0bb9b2ba368662ae401769a96c0f85a239 there are no more base images shared between the net8.0 and net9.0 images, so this cleans up the directory structure a bit by separating net8.0 from net9.0.
