Switch centos from stream9-development to stream9 #930

https://quay.io/repository/centos/centos?tab=tags says the stream9-development tag was last updated a year ago. stream8 and stream9 seem to be constantly updated. So use those instead.

I was hoping this would fix https://github.com/dotnet/source-build/issues/3712 but it does not. 😒

RSA+SHA1 was enabled in the initial (RHEL 9 and) CentOS Stream 9 builds, then disabled shortly before (RHEL 9 and) CentOS Stream 9 GA. We don't have the arcade workarounds that we now have in 8.0, so it's expected that we will hit that error in 6.0.

since we own the image we can tweak the defaults, right?
