Consider using UseBasicParsing parameter for Invoke-WebRequest cmdlet #469

This suggestion was made as part of https://github.com/dotnet/dotnet-docker-nightly/pull/467#pullrequestreview-70267106. This is something we should consider for all Windows based Dockerfiles.

We should ask the Windows team on if this is a best practice or not. We want our Dockerfiles to use the best practices as people will be coping these frequently.
