Stop producing NanoServerVersion suffixed tags #485

Generating images with nanoServerVersion suffixed tag is not consistent with (https://hub.docker.com/r/microsoft/nanoserver/). Produce only two variants - Semi Annual Channel (SAC) and 1709.
