This issue should not get the untriaged label and it should move directly into the "Triaged" column on the project board.

The behavior was slightly different from expectation. The issue was not added to the project board at all.

The behavior of a new issue preassigned to a milestone completely bypassing the project board is reasonable though, so the triage activities are bypassed. Closing with that behavior acknowledged.
