Add --testScripting option to eng/build.sh #17327

While investigating an issue with the linux build I made this.

So I don't have to do it next time, I wish it checked in.

It allows us to simply run the build and then scripting tests on linux systems.

It also disables the ML native library scripting tests on Arm64 because there are not native libraries for those packages.
