Update coredistools infrastructure dependencies #346

Update the Linux jobs to use ubuntu-18.04 pool and also update the Docker containers to use the latest images.

Azure Pipelines could not run because the pipeline triggers exclude this branch/path.

The last two changes is to make jitutils-coredistools pipeline trigger when coredistools.yml file changes and to fix an issue during a NuGet package creation.
