Epic to track ML Ops work related to Model Builder

Instructions for Azure Pipeline yaml. Issue 1521
- Update to use MBConfig file. BLOCKED On shipping MB CLI update
Add option inside of Model Builder Issue 1606
Data management - BLOCKED Issue 1458: Add dataset support

How to inspect and determine best model. Training/Test dataset becomes important - Issue 60
Code/command for registering the model. BLOCKED (external) on Work Item 1141361
- Work around: Need to download the model, and then upload it to model registration

Basic demo is working now!

[x] ❌Currently dataset needs to be uploaded to repo. TODO: Azure Dataset Support OR support for remote files.
[ ] ✔ Allow for training directly from mbconfig. V0 uses the old CLI commands file. TODO: CLI needs to be released. Block on .NET 6

[ ] Model Management
- [ ] Add Training/Test dataset support to Model Builder. TODO: Issue 60
- [ ] Register Model automatically with Azure Model Management. TODO: Becca investigating if support for this has changed.

Working run with datasets here.

Blog post would be good with a larger datasets (XiaoYun has details here)
