Description

'All conditions must be true' but will be true if only one condition is met.

Verified this issue with Visual Studio Enterprise 17.9.0 Preview 1.1. Can repro this issue.

I can reproduce the issue too for workload id maui-windows with Manifest Version: 8.0.3/8.0.100 and Installation Source: VS 17.8.34330.188.
