[Recipes] On rotation the CarouselView for My Recipes doesn't resize the content #17548

Description

On the recipes app when you are on the My Recipes page, if you rotate the device the size of the CarouselView items don't update.

If you keep swiping the sizes update

Steps to Reproduce

1) git clone https://github.com/rachelkang/recipeSearch 2) click on my recipes 3) rotate the device to landscape 4) rotate it back to portrait

@PureWeen It looks like the issue has been resolved with the release of .NET 8.0.

Verified this on VS 17.10.0 Preview 2.0(8.0.10). The issue doesn't repro on Android 14.0-API34(8.0.10). recipeSearch.zip
