[UITesting] Setup Appium Testing Path that lets us run our testing suite against Nugets vs project references #19285

Description

Being able to point our Sample.UITests at a set of published nugets and then running our testing suite against that would be helpful for validating the final packaged result.

This would also let us validate that nugets we are producing outside of workloads will still run correctly.
