Unable to click Label Spans position in CollectionView item #23318

Description

I think the problem is similar to this one in that it hasn't really been fixed: Gestures don't work on Label Spans #4734

This issue has been verified using Visual Studio 17.11.0 Preview 2.1(8.0.61 & 8.0.40 & 8.0.21). Can repro on android platform with sample project. But it works if you click it multiple times. HyperLinksNotClickable-main.zip
