Upgrade assistant - SupportedOSPlatformVersion #25955

Description

Not sure if this is the right place to raise this, and it's not really an issue so feel free to backlog it.

When using the upgrade assistant I find it weird that it adds in SupportedOSPlatformVersion that wasn't in the csproj to being with - Image
