Fix shell `gotoasync` so that the task resolves after navigation has finished on tabs/flyout #6193

Currently on Android if you navigate with shell.GoToAsync("//Item2"); it resolves before navigation has finished at the platform level

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release.
