Significant regression in Utf8Encoding.GetByteCount/GetBytes. The methods utilize ReadOnlySpan.

@BrzVlad do we have intrinsics for Vector128 methods used in https://github.com/dotnet/runtime/pull/90361 in the interpreter?

I see that PR removes some vectorization code, doesn't add anything.
