We need to add AppX Manifest Support for WinUI

If we're going to be adding AppX manifest support, could you please consider updating the manifest designer? The GUI hasn't really been touched since Windows 8, despite so many new features being added to the manifest since then. I always hand-edit the manifests myself (except when I need to generate new icon assets, which the existing GUI does really well) for this reason. Thanks!

@wjk Please file a Developer Community suggestion for that. The designer does not live in this repo.
