VSIX created using Roslyn project template won't install on VS2019

VSF_TYPE_MARKDOWN1. Create a new project using any of the Roslyn analyzer/refactoring templates e.g. Code Refactoring (.NET Standard) for C#

2. Build the solution
3. Installing the resulting VSIX

Expected: The VSIX can be installed on VS2019

Actual: The VSIX cannot be installed on VS2019. Error message: The extension cannot be installed to this product due to prerequisites that cannot be resolved

Templates affected:

• Code Refactoring (.NET Standard) - VB and C#
• Analyzer with Code Fix (.NET Standard) - VB and C#
