Move the official build pipeline to dnceng and appy 1ES template #1413

Test run https://dev.azure.com/dnceng/internal/_build/results?buildId=2436117&view=results Our old pipeline lives under DevDiv and is disabled. To make 1ES work and other future work easier, I move it to dnceng.

PR contains a lot of meaningless test commits, I will squash them into one commit.
