csharp_prefer_brace not working with 17.9 #72488

_This issue has been moved from a ticket on Developer Community._

in 17.9.0 and 17.9.1 the .editorconfig entry "csharp_prefer_braces = when_multiline" is not working anymore (VS behaves same as "true")
