API request: Add support for Authenticode code signing #34042

Issue Title

Currently, the only officially supported library for Authenticode code signing is Windows SDK i.e. SignerSign* classes from win32 API. If would be awesome if dotnet can have an implementation of Authenticode Code Signing.

General

Currently there is no library in dotnet for Authenticode Code Signing
