Go over ILVerify TODOs #37394

Hi @jkotas, quite new to repo actually, I will take this task and will open PR after making those required code changes. By looking at comments in that file, I understand some of the changes, but some are not sure! I hope you will help me to get those in the PR discussion. Thanks! :)
