`dotnet` throws ArgumentOutOfRangeException when given `--` command line argument #28821

Describe the bug

dotnet throws ArgumentOutOfRangeException when given a -- command line argument before the assembly to execute. Without the -- argument, it works as expected.

To Reproduce

D:\Documents\Projects\Test>dotnet -- bin\Debug\net7\Test.dll

We no longer fail in this way, but we do not support -- as the first command argument.
