Rename files and targets that have source-build specific terminology #3963

In addition to controls, there are numerous files, targets, etc. that have source-build specific terminology baked in. We should take a pass over these and shift where we can.

Generally, SourceBuild specific functionality should be replaced with terminology like "SourceOnlyBuild", whereas general build infrastructure that works for unified build should move to DotNetBuild.
