Remove unnecessary SBRP solution file #4716

Is this solution file necessary in SBRP: https://github.com/dotnet/source-build-reference-packages/blob/main/source-build-reference-packages.sln? If not, it should be removed. It doesn't get updated automatically by the generate script and so it is not in sync with the actual projects that exist in the repo.
