Additional Upgrade Assistant improvements:

• Upgrade web projects in a copied project instead of in-place (unlike libraries and desktop apps which upgrade in-place)
• Support ASP.NET Web API controller conversion to ASP.NET Core controllers
• Integrate System.Web shim / shim-equivalent (being investigated by @davidfowl for .NET 7 timeframe) into upgrade-assistant.
• Integrate bridge for Perf Counters / Event Counters (being investigated by @davidfowl for .NET 7 timeframe) into upgrade-assistant.

This might be a superset of what is described in #60 as well as some more items. Maybe we can just combine the two into one issue.
