Investigate ways to notify users that an extension dependency was automatically installed #476

Or in other words: why was this automatically installed now? Perhaps Pylance requested it, or needs it? Providing a reason why specifically this extension is installed automatically will help acceptance.

ms-vscode.cmake-tools now uses this, which is automatically installed without asking, which simply does not make any sense.

what a piece of crap from Microsoft.. you need .net to use cmake? what idiot came up with? time to ditch vscode...
