Investigate ways to notify users that an extension dependency was automatically installed

Or in other words: why was this automatically installed now? Perhaps Pylance requested it, or needs it? Providing a reason why specifically this extension is installed automatically will help acceptance.

ms-vscode.cmake-tools now uses this, which is automatically installed without asking, which simply does not make any sense.
