Fix SystemRuntimeSerializationFormatters package version dependency

• Move SystemRuntimeSerializationFormattersPackageVersion in Versions.prop and add entry in Version.Details.xml on it to have maestro bump verison in updates
• Update naming to match existing naming pattern
