wpf topmost windows lost touch in double screen condition

  Problem description: Create WPF TopMost Window in double touchscreen （duplicated screen） condition，switch one of the screen video source，another screen lost touch。it's about 30% ratio。

  Expected behavior:no touch lost

Our product has removed topmost flag, i found PowerPoint also have double touch screen issue, do you know how to report bug to office team? Thanks
