[Android] Investigate distribution of Open JDK as a workload pack #31

We'd like to convert as many Android development dependencies to workload components as possible, as this will improve our acquisition story. Certain licensing restrictions may prevent us from redistribution of the Android SDK, however Open JDK may be a viable candidate.
