shaky effect of main window on timer end #6

steps to reproduce: If using cook timer without audio it is easy to miss timer 
end event

expected behavior: window moves itself up/down for a short period of time to 
attract attention

source code patch in attached.

I generally dislike window effects like this...especially on cross-platform 
software where the results of such an effect might be unpredictable or buggy...

I instead propose having the timer simply being raised to the top and...IN the 
window having a blinking effect or something.

But window managers are sometimes wonky and I think this would be a better way 
to solve this issue.
