I am travelling till 10/12.
My recollection is that this was a team decision to allow ground start to
complete without gps lock. This was due to new users getting confused when
trying to test the system indoors and never getting out of ground start.
If you want to be sure you have gps lock before flying you can enable air
start. You start the system up, then when it gets gps lock and sees that it is
not in motion it will perform a ground start. You know that you have gps lock
when ground start completes and you are ready to fly. Or you can watch the
LED's

I would think that it just doesn't make sense to launch without a GPS lock - unless ALL you want from the APM is a FBW mode. It is difficult to see the LEDs inside our aircraft so it might be tough to see the GPS lock. Back on Rev 239 or so, I knew that I had a GPS lock already before I would get the demo_servo wiggles. That is my preference.

You still get the servo wiggles if you are in a mode other than "hardware
manual" (ie the mux is engaged for manual control). If you can do 6 positions
I recommend setting up one as software manual and starting the system up in
that mode.
