Can't Use Machine in Engineering Wing #709

In Engineering Wing, I can't Use Machine even though I have 15 alien alloys.

I think the issue is that I'm not having an option to take an alien alloy with me when I embark on the Dusty Path. If I happen to pick up an alien alloy in the Executioner, then it let's me use it.
