Note relevant policies at the top of each application page #223

At the top of each application page, remind readers about the confidentiality policy (and link to it).

At the bottom, near the commenting area, remind readers about our voting criteria (and link to it) and advice for adding relevant and useful comments.

Also at the bottom, tell people to email the membership coordinators if they'd like to share something (positive or negative) with the voting members (the membership coordinators will copy-paste).

Heh, I realized that in order to work on this in my local copy of Arooo, I need to figure out how to "accept" my test application and make myself a member or even a voting member in my local copy. I'm not sure how to do that, so I'll wait on this. :)

Hmm, I figured out how to get my own personal test user to be "accepted", so I can look around the application, but I haven't yet figured out how to populate the system with a test application (separate from my personal test user) so that I can see an application on the application page for figuring out what this page should look like. What might be a good way to do that? :)

(I tried making a test applicant with my Google ID, but I got an error; I seem to need to set up Google auth for the app in some way, and I'm not sure how to do that.)
