Add basic COVID mitigations #138

For our "visiting" page, I tried to summarize the high-level points of our more detailed internal doc. It's helpful for visitors and prospective members to be able to evaluate our practices before coming to the space.

This should be at least briefly reviewed by other members, ideally including board & CoCC representatives, before we merge it.

Good timing! We've been planning to add a copy of the full Covid policy since the living document is only visible by members. Will review at next CoCC meeting.

CoCC reviewed this summary, approved it, and added the "short version" to the top of the policy doc as well as an achor link back to the website in hopes that we'll remember to change it in both places if further changes to the COVID policy are made. From the CoCC's view, this is ready to merge. Please note that this will cause a conflict with #140.

Hi! CoCC met again this morning. We'd love to see this get merged in so that I can make changes necessary to my PR and hopefully get that merged in soon.
