Layer List - Table of Contents #101

Issue

When you turn on a map layer it expands all of the sub-layers. This is ok for some map services but for some of our electric datasets there are 50 sub-layers.

Expected Behavior

Our desired behavior would be to configure the application to not auto-expand as an option. This was a major complaint by our field crews using similar functionality in Explorer.
