Pre-planned areas issue and incomplete Tile layers generated from TPK's

Issue

When web maps contain Tile layers published from TPK's, often those layers list tile details showing up as incomplete. These seem to be the web maps that we have issues with generating pre-planned areas.
Where the packaging status remains indefinitely. On Demand areas work well with these web maps, as well mobile map packages created in ArcGIS pro with these TPK's work.

Expected Behavior

Pre-planned areas need to work with same maps that work with on demand areas.

Steps to Reproduce

• Create TPK from raster data using ArcMap 10.4.1 or ArcGIS Pro 2.2
• Share TPK to AGOL
• Publish TPK, and monitor tile details, determine if tile details remain incomplete.
• Check on Offline mode
• Make map with layer and ESRI basemap and attempt to create pre-planned area.
