Ability to disable snapping #245

Issue

Enhancement - Option to enable/disable snapping in the Collector app settings

Expected Behavior

In the way that you can toggle GPS Averaging on/off, there would be a similar functionality for Snapping.

Device Information

ie) If field workers are in an area where many points have already been collected, it could be difficult to collect new points without them snapping to an existing feature.
