Add scale info (similar to "GPS accuracy") when zooming in and out of a map in Collector (either in offline or live view) #246

This would be helpful to see where the scale is in context of snapping and in general provide info at which scale I am looking at. This is helpful also for other trouble shooting purposes ( e.g. to see at which scales tiles are missing for tpk )

Is this something you'd find useful for testing purposes (and more in the role of the GIS person getting everything set up), or is it something you think field users would also benefit from?

Field users here really need it. We use Collector with high-accuracy GNSS receivers to relocate previously captured points. Our guys in the field have problems understanding that when zoomed in all the way, the cursor bounces erratically making them think they are not getting a good location. When in reality, they are so far zoomed in the GPS is only moving millimeters. Having a scale to reference would aid in the proper zoom level.
