Allow Snapping to a Non-Vertex of a Line/Polygon #252

Issue

Currently, it appears that snapping can only be accomplished on the vertex of a line/polygon. Adding the ability to snap to any point on a line could be useful for some users.

Expected Behavior

Currently, this is expected, but I'm adding the idea as an Enhancement.

How would you expect it to be determined where along the line or polygon to snap? @CMertz28 @ratliffk

I was envisioning that the orange dot would snap to the line itself and then the user could drag the point to where on the line they wanted the final placement. So, it wouldn't be super exact other than the fact that it would be snapped on the line itself.
