C14 - Provide info for Vector Tiles about the zoom level (all data would be downloaded)

Issue

When having a WebMap with a Vector Tile Services as Basemap only the Full Map could be taken offline, which is fine.

But within the Download Area there is no indication about the zoom level, and user might search for it - so it might be good to place an info-text there:

Full Vector Tile Serivce is taken offline or something else

Expected Behavior

Just provide some info at the place where the zoom Level could be defined to be consistent with Raster Basemap download
