Poor Accuracy Notification pops up over and over within a few seconds

Issue

When editing an existing point, I would like to use Averaging to move the location of the point. When I start averaging, I get the Poor Accuracy notification twice. And then it continues to buzz me twice every 30 seconds or so. Now when I try to create a new feature, I also seem to get the notification 2 or 3 times within a few seconds.

Expected Behavior

I would expect to get the notification only once or maybe once every 30 seconds or once a minute.

Steps to Reproduce: Set required accuracy low enough that your accuracy will not meet that requirement, choose an existing feature, choose to edit, Start Averaging. Now I'm also getting same behavior on new features. Not always consistent.
