When filtering editing templates when creating a new feature, it would be nice if editing templates within a layer that matched the filter value was presented as well editing templates with the filter value in the name of the template.

Steps to Reproduce
Open the stormwater network editor map in collector
Tap Collect to view the list of editing templates in the map.
In the filter, search for "Bioswale". One editing template will be presented, the Bioswale feature as part of the De-Centralized BMP layer.
Exit of the the filter view of editing templates.
Scroll to the line feature classes editing template and note that the layer Bioswale is present in the map with editing templates.
Ideally I would be presented with both the bioswale editing template from the de-centralized bmp layer as well as the 5 editing templates from the bioswale layer.
