Use actual webmap even when offline maps are available #77

Issue

The Actual entire webmap is not available to use when offline areas have been created for the map.

Expected Behavior

When accessing the map in collector, if offline areas have been created for the map, the entire map is not accessible. There needs to be a way to see the entire map to work in both online and offline mode simultaneously,

Can be reproduced on all maps that have offline areas

This is similar to https://github.com/doug-m/CollectorAuroraTesting/issues/73. Looks like we confused more than one user :)

I figured I would comment here instead of creating a new issue.

With the addition of managing preplanned offline areas in ArcGIS Online I think this emphasizes this problem. If a manager starts adding preplanned areas to a Web Map in ArcGIS Online, the end user now has little control over what they are opening (they must use the preplanned or generate their own offline areas). I would think they should have an option to use the online map OR the preplanned offline areas.
