Add CI/CD and linting

We need the following:

• [x] Automatic code testing on upload using circleci or github actions
• [x] Automatic linting on upload using Black
• [x] Automatic linting locally with black and isort

Addressed in #17. But I did not include isort because it was leading to conflicting format changes with black.
