Inconsistent behaviour with `3D_SUM_FACTORIZATION_HADAMARD_SURFACE_MATRIX_ASSEMBLY_TEST` #229

This test does not seem to be guaranteed to pass every time it is ran; see attached log file. This issue occurred in PR #171.
