Manual pr #3

This is merely a cleanup after working with Antora for some time. Simplify paths, use Antora defaults and ádd support for making a local build of the manual if need be.

Here are also provisions for the Edit This Page link which will work if/when is PR is accepted and the corresponding changes are made in the central configuration

All pieces should now be in place. The manual is published at https://opencpn-manuals.github.io/plugins. Currently there are new builds of this manual quite often.

Users can push the Edit This Page link which is a GUI wrapper for generating a PR. It's convenient enough to be used also by the developer for drive-by updates.
