rooms clientside socket management #144

part 2 of https://github.com/downforacross/downforacross.com/pull/142

add framework for defining room events and strongly typed reducers
refactor existing socket management logic, add hooks
update backend to read from the correct fields and import the correct shared types
add Room component that manages its socket connection, room events list, room state evaluation, and renders a barebones UI (how many users in room)
support UserPing room event

backend is fully deployed, tested on https://downforacrosscom-git-room-frontend-events.downforacross1.vercel.app/room/test and it works
